Sri Lanka Vehicular Emission Test Trust Fund
The Vehicular emission Test Trust Fund was established in 2010 after the approval of the Cabinet of Ministers and a Board comprising Deputy Secretary to the Treasury, Secretary, Ministry of Transport, Secretary, Ministry of Environment, Commissioner General of Motor Traffic and Director General, State Accounts were appointed as the Board of trustees . The concept and the mechanism of the fund was developed by the multi stake holders organization “Air Resource Management Center” established in the Ministry of Environment to ensure the sustainability of the Vehicle Emission Testing Programme .
The Project office of the Vehicular emission Test Trust Fund was established in the Department of Motor Traffic in 2010 with seven objectives to mitigate the air pollution due to vehicular Emissions and to address all the other direct and indirect issues related to the Air Quality. It was a challenge to continue a Vehicle Emission Testing Programme in most of the countries to the expected standards. Introduction of Public Private Partnership model is the mechanism jointly developed by the main authorities responsible for air quality in Sri Lanka to generate funds required to carry out the evaluation, monitoring and auditing programmes, conducting research and educational programmes to improve the ambient air quality as a result this programme has become a very successful programme in Asia.
